Disability seems wrong. I could understand a government programme to help them learn English though.

Under the regulations, to get to the point where they pay any attention to your ability to speak English, you have to show:

That you aren't working right now,
A medically verified physical/mental impairment,
That it's not going to get better (for a long ass time) and isn't on a list of automatics,
and that there's no accommodation that can get you to work your old job.
After that, /then/ they take a look at your ability to do something new, and yes, speaky the Inglais is a part of that process. Still have to be broken or nuts in the first place, though.

Sorry. I'm not going to panic about this. Fixing the issue in Puerto Rico, where English isn't the language makes sense. Fixing it on the mainland? Not so much.
