Prison guards who are proven to have abuse prisoners should be held accountable and tossed in prison themselves. No excuses. In fact, I believe anyone in a position of legal authority over others should be held to a very high standard.

I agree (and the following is going to be a gross generalization based purely on observation) but I think the problem lies in the kind of people that actually want to be prison guards (whether adult or juvenile) ....they are kind of eff'd up imo. I have an uncle who is a prison guard and he, along with his prison guard buddies, are super weird control freaks.
He use to live in his brother's (my wealthy uncle's) basement for like 10 years until my aunt apparently wounded his ego by suggesting he could actually help out around the place. I'm glad he's not there, because he kind of creeped me out, especially when his guard buddies all came to hang out at their pool a few times we were visiting. They just all seemed like creepy a-holes to me.

The laws are there but are not being applied as harshly as they should be -- or at all if the predators get protection from their friends. How do we go about getting the laws enforced and prevent lenient sentences from being applied?

Harlowe nails it in one. Matter of fact, one of the key tells for serial killers is wannabe cops. They drive 'cop cars' like a Marquis and frequently apply for just about any kind of security job they can get.
