It actually varies across the states in Mexico just like it varies across states in the United States. A majority of the states in Mexico are 12, but it varies between 12 and 18.

I was always amused by the states that allowed younger with parental consent. Seemed like an incentive for parents to pimp out their young daughters.
Consent laws are kinda weird though - things vary so much person by person.
