Both, the MGS series has always tried to blur the lines between movies and games in trying to find a true interactive story telling experience. Once technology caught up to something truly usable in MGS2 it has been refining it each and every iteration. With the PS3 technology there is marginal if any difference in cutscenes and actual gameplay graphic quality.
