I'm confused by that article. It initially seems to say that there were two separate people, then says there was just one... Am I tired, or is it poorly written?

I think they are saying that not only were there two people.....but both of them fired gunshots. Previous speculation was that all of the shots came from the gunman and the bomber only detonated.
But the crux is that she was not shot. The concussion of the bomb killed her.
