While I'm normally opposed to "three strikes" type laws, this one is remarkably well put together. Charging the rightsholder 20 quid per individual claim really throws the economic weight on the accuser and gives them significant incentive to make sure they at least have SOME rationale behind their net. While it may be economical to get the identity of the 50 top sharers, fingering everyone in a torrent swarm is just not worth the cash they'd need to outlay.
