Global Commission on Drugs says so, at least:

Opiate use increased 35% worldwide from 1998 to 2008, cocaine by 27%, and cannabis by 8.5%. Recommends legalizing drug use where there's no harm to others.

I read where some politician said that the war on drugs is totally unwinnable but infinitely fundable.

So that's what it's all about - money. If the government declared the war on drugs a failure then they'd have to stop funding it, and lots of folks would have to stop spending money. Must be a nice fantasy land where you can infinitely fund something that's clearly a total failure and always will be, and then refuse to have an open dialog about it.

If you point out that the emperor has no clothes then the emperor has no comment...
