Yeah, some knucklehead was using a laser pointer in a way he shouldn't have been.
But the larger question is.. why is a National Guard asset being used in a routine police operation absent some kind of activation by the Governor? And if the Governor activated the National Guard for a routine police operation.... well.. that's a whole other shitbag of problems, isn't it.

No because they are not being used to enforce the law.....only to assist in locating targets by using their lights. See The Military Cooperation with Civilian Law Enforcement Agencies Act of 1981.
