It shouldn't be small business' responsibility to have anything to do with employee health care, any more than it should be their responsibility to provide home contents insurance for their employees, or finance their cars, etc.

It's better than not having it. For a start, it provides a baseline that the commercial insurance providers will have to justify their premiums against. The fact their stock has been collapsing shows just how much of a threat it really is to their profits, and having been in that system I can't really feel sorry for them.
