You make a good point, though this one isn't about any kind of surrender - winning means leaving a stable democracy within Iraq. Which seems pretty unrealistic to say the least.
We did it in the Phillipines. It only took 48 years of occupation.

I really don't think even 100 years of occupation within a middle eastern country is going to make it peaceful and democratic.
