I don't think anyone was seriously thinking that Armitage was malicious in leaking. There was definitely a campaign from the VP's office to smear Wilson/Plame and there's significant doubt as to whether they already knew Armitage had leaked Plame's status prior to their own leak. The CIA seems to think Plame was covert at the time, so I have no real clue what the score is there.

I think Jecks was not trying to underscore Amitage's intent.....but the fact that he had:

The crux of this entire issue really revolves around the CIA's handling of her status. The "leak" is just a distraction from the main focus.....the CIA's mishandling of Plame. She should never have been in that meeting, she should never have been alowed to recomend her husband, he should never have been sent.never seen, ever in 43 years of having a security clearance, a covert operative's name in a memo
