First off let me say that I am not Larry the Cable Guy. I know a enough about networking to be dangerous but cable is not my forte'.
That said I have been having some latency issues lately and finally got off my ass and looked at the diagnostics on my modem.
My downstream power is consistantly at around -17.x dB and my signal to noise ratio is dipping below 30 fairly regularly. Now from my research the downstream power seems out of wack, and the SNR is on the very low end of acceptable.
Well this is at our office. So no clue how it is split under the building.....but there are four suites and we occupy one....the other three are empty atm. But in our office it is not split at all.
That complicates matters. I'd try a cheap in-line amplifier first, near where you want the take the signal. When my downstream signal hit -14 dB, I went to Radioshack and picked up a powered amp. Brought my dB up to -6. The target range was between -8 dB to +8 dB. Cleared everything up for me.
