You do realize that is just the Hook'em Horns symbol from the University of Texas? Who knows when the photo was taken but my guess is sometime around the Rose Bowl which UT won.

It was taken at the inauguration day parade Gurn - geez, the photo was even in the news about this very thing. Even so, it was exactly what you described but you'd hope the President of the USA would have better handlers that making an instantly recognizable satanic sign on his inauguration, no matter what *he* really meant.
